Welcome to Rockville was a bit of a wash-out this year. Plagued by intense rains, a number of the weekend’s performances in the early going had to be canceled. Things got better — and more dry — towards the end. And despite Mother Natures’s fury, there were some unforgettable performances — KISS and Nine Inch Nails just to name two — throughout the long weekend.
