The city of Winter Park is moving forward with a plan to expand the number of parking spaces at the Winter Park Library and Events Center, after first initiating discussion of the project in 2024.

According to the city, the 12-week project at 1052 and 1050 W. Morse Blvd. will bring 51 new parking spaces to the venues, with an estimated completion date of mid-May, weather permitting. The first phase of construction is already underway as of Feb. 16 and involves the installation of 18 new parking spaces along Harper Street. Construction, currently blocking off a northbound stretch of Harper, is expected to last three weeks, with an estimated completion on March 10. 

The second phase of construction will involve the installation of an additional 33 parking spaces in the main library lot, with an estimated completion date of May 18.

A city procurement portal shows the city chose the lowest bidder to develop the project, Frymyer Construction & Development, Inc. With a budget of up to $600,000, according to the city, Frymer offered a total pricing estimate of $293,203 for the parking expansion, which includes administrative costs, storm drainage, demolition and disposal costs, and the cost of roadway and right-of-way restoration.

According to the Winter Park Voice, discussions on expanding the parking lot at the Library & Events Center kicked off in 2024. City leaders were given a range of options, one of which involved the demolition of structures such as the 60-year-old rental space called Lake Island Hall just next to the library on Harper Street. 

Orlando Weekly reached out to the city of Winter Park’s communications team to get more information about whether construction of the new parking spaces would involve the demolition of any existing structures and for the total cost estimate of this parking project. We did not immediately receive a response but will add as an update any additional information that comes in.

The Winter Park Library & Events Center is a relatively new, multimillion-dollar venue that first opened in 2021, designed by the world-renowned architect Sir David Adjaye of Adjaye Associates in collaboration with HuntonBrady Architects. 

According to the city’s procurement portal, the venue has “been very successful.” However, “there have been challenges, including significant parking demands during the times when the Event Center has large daytime or weekend programming that coincides with the Library’s operating hours.”
