Congressman Bill McCollum trumpeted the passage of his anti-medical marijuana resolution last week, claiming pot is a gateway drug. "Science cannot be based on opinion polls," he said. "Voters, and more importantly, the seriously ill, deserve facts, not emotional half-truths."

So when Congress followed up with passage of the McCollum-sponsored HR 4300, the "Western Hemisphere Drug Elimination Act," we were amused to receive a factual response from Al Krulick, McCollum's opponent. The bill will add $2.6 billion to the $25 billion already being spent on anti-drug programs, and calls for an 80 percent cut in the flow of illicit drugs into the U.S. by 2001. Drug czar Barry McCaffrey called the goal "completely unrealistic" and set the goal at 10 percent -- the amount funding was increased. Krulick wonders if "doing the same thing over and over again, but expecting different results," is wise.

Sounds like emotional -- even addictive -- behavior to us.
