Beauty pageant?

Drive into the city and the sign says "Welcome to Orlando, The City Beautiful." Unless you come in through Parramore or north on Orange Blossom Trail. That's because the city's predominately African-American neighborhoods just aren't beautiful enough for the signs. "We only put them in places where the vista was in keeping with the message," Nancy Caskey, the city's landscape-project coordinator, told the Wall Street Journal. Of the 30 signs planned, 24 already have been planted, Caskey said, along with a few trees and flowers. "We chose spots that were already beautiful and tried to embellish where we could," Caskey said.
