Taking it slow

Because of several legal challenges to recent legislation that would limit the number of appeals by death-row inmates, the Florida Supreme Court put a temporary hold on the new law. The changes would have allowed death-row inmates only two state appeals, with just six months permitted between the two filings. The old rules, back in effect for the time being, give convicts a year to file a second appeal.
