For years now, the East Coast hip-hop underground has taken up the cause of saving hip-hop from itself. The San Francisco Bay Area underground has, by and large, taken another path. If there are no standouts on "The Funky Precedent Vol. 2," the Bay Area artists collected on the second volume in a series of comps benefitting music education still have enough ideas among them to make an impression.
The Foreign Legion's "Bike Thief" is spirited, while Live Human throws down a hard slab of scratch-happy instrumental funk ("Lagoona's Bliss"). Anti-con builds a vitriolic, cluttered screed over a gorgeous acoustic guitar loop on "Pity Party People." Overall, "TFP2" paints a picture of a talented, artistic community.
